Go to Character Creation first.
Then go to the Announcement: Character Bio Forms! Regular and Advanced! and scroll down one of the forms to copy it. Paste it when you make a new topic in character creation and fill it out.
Or go to adoption center and adopt out a character.
That was seriously messed up, Smoke. That one Mini did to me was so messed up! And it was stuck until she changed me to Magic Sparkles!

Lol, yeah. Go to the home page and click on Character Creation.
Then click on the announcement, Character Bio Forms! Regular & Advanced (Me and Megarin only do advanced stuff cause we're awesome xD)
When you got the form down click the New Topic in Character Creation and just create your cat. :)
